Yes, there is a parental leave of absence policy:

The Graduate School offers support for graduate students who need to take leave in connection with the birth of and/or full time care of a new child during their period of enrollment. The goal in offering this support is to allow graduate students to continue their studies with as little disruption as possible. Parental leave is intended to enable the graduate student to continue to make progress toward his or her degree. Consequently it does not grant additional semesters of funding, although under certain circumstances funding may be deferred. Nor does it change the length of time permitted to complete degree requirements and to graduate. This policy requires communication and cooperation in good faith between the student seeking the leave, the faculty, and the student's department.

Yes, there is family health insurance available. It is not included in the stipend - the graduate school covers the cost of the students indivudal insurance, any additional supplemental coverage must be covered by the students.

Please describe why someone applying to graduate school who is interested in a female-friendly department should choose your department.

The mission of the Department of Physics of Georgetown University is the effective delivery of a rigorous physics curriculum at both the undergraduate and graduate levels and the performance of cutting edge research, with a particular emphasis on close student mentorship. This mentorship is facilitated by a relatively small faculty/student ratio (approximately one senior undergraduate and two graduate students per faculty member) and a Department culture that emphasizes faculty attention to the development of research skills and outlook at all levels. We are a relatively small faculty but with an unusually high fraction of female faculty (4 of 13 Tenure-line faculty), which we believe has been important in the recruitment and retention of an above-average number of female undergraduate and graduate students over the past decade.
