Thomas Miller has scanned all the past History of Physics Newsletters, beginning with the August 1982 issue. They are now available on the FHP website. Tom writes, "The first one gives a summary of the origin of the FHP (originally installed as a "division" of APS), and notes that the first editor was [the 2009] Pais Prize winner, Stephen Brush."
