This meeting (TIPP09, http://tipp09.kek.jp/) is the first of the new series of big international conference in the field of particle physics sponsored by IUPAP, as the ICHEP and  Lepton-Photon conferences. The purpose is to provide an opportunity for the people working on the detector development to discuss all the aspects of the technology and instrumentation being developed in the particle physics, including its applications to other fields such as accelerator, space and medical science. In TIPP09, all the detector  technologies will be discussed both separately and jointly in one place. The meeting is composed of plenary and parallel sessions; a poster session is also planned.
