Not that I know of. No doubt the school's eight-year limit could be extended for this reason.

There is a subsidized insurance program available to graduate students. It is not included in the stipend.

Please describe why someone applying to graduate school who is interested in a female-friendly department should choose your department.

We really are one. I have not encountered any prejudice in 23 years. You didn't ask, but several of our non-tenure-track faculty in recent years have been females as well. Finally, our senior female professor (full) organizes numerous activities for women in physics at all levels.
