Yes.Graduate students serving as teaching assistants have 4 weeks of paid leave

Is there family health insurance for graduate students? If so, is it included in the stipend?

Family health insurance is provided by a group affliated with the university, but not included in the stipend.

Please describe why someone applying to graduate school who is interested in a female-friendly department should choose your department.

The department is expanding, and is expected to continue to grow for the next decade. A number of young, energetic and outstanding faculty members in various disciplines were hired recently, almost half of them female. We have a "Women in Physics" group that meets regularly (http://physics.ucr.edu/~lau/WIP.htm), with free pizzas provided by the department. This friendly group provides a platform for female faculty members, postdocs and students to interact informally, and to discuss challenges faced by female scientists.

Has the institution had a Climate for Women in Physics Site Visit or Gender Equity Conversation?

No
