Background and Purpose
The Department of Education (ED) is responsible for policy formulation associated with Science, Technology, Engineering, and Mathematics education (STEM-Ed) of national concern. The APS/AIP share a mutual interest in these topics and benefits from cooperative efforts in formulating these policies. APS and AIP are international non-profit professional associations dedicated to advancing science and STEM-Ed by serving as educators, leaders, and spokespeople.
To carry out the responsibilities required, ED seeks the services of individuals highly experienced in scientific, science education, and technical issues. The purpose of this fellowship is to secure Ph.D.-level scientists interested in working on a variety of STEM related policy initiatives and research projects. The Fellow will be responsible for analyzing and resolving assigned issues, representing ED to other government agencies, and participating in the development of short- and long-term policy initiatives.
The Fellowship is for one year, with a possible renewal for a second year. There will be a two week orientation in September sponsored by the American Association for the Advancement of Science. The expected start date at ED will follow the completion of the orientation program.
A stipend is offered in addition to an allowance for relocation, professional travel, and health insurance premiums.
AppointmentThe Fellow will work with senior advisors on STEM and be provided with hands-on experience in public policy (research, writing, analysis, etc). Fellows selected must meet the following criteria:
- Must be a U.S. Citizen
- Must be able to clear a background investigation for suitability/clearance issues and verification that he or she has not defaulted on any loan funded or guaranteed by ED
- Males born after December 31, 1959, must certify that they are registered for the military selective service by the date of their appointment as an APS/AIP Fellow
- Hold a doctoral level degree (Ph.D.) in a field of physics (e.g. theoretical or experimental physics, physics education research, biophysics, or any of the other physical sciences represented by the AIP member societies.) with a preference for physics education research (Note: Ideally, all requirements for the degree would be completed prior to August of the Fellowship year)
- Have solid scientific and technical credentials and the endorsement of three references
- Show a commitment to serve society
- Exhibit outstanding communications skills and demonstrated ability to craft policy papers, decision memos, talking points, and program proposals on complex education issues for diverse audiences, including non-scientific audiences
- Demonstrate strong interpersonal skills and willingness to work with a wide range of individuals and offices at the Department and ability to be effective in large bureaucracies
- Possess the ability to operate and execute with limited guidance and in ambiguous or novel circumstances; and ability to appropriately and effectively use informal authority when leading teams or projects
- Candidates must have some familiarity with education policy and/or federal policy
- Possess membership to at least one of the AIP member societies
